Easy Steps
1. Register with council
You’ve probably already done this.
Your council will issue you with a letter confirming your registration. This letter details the applicable Australian Standard your pool fence is to be assessed against and also the due date of your compliance certificate (Form 23).
2. Book an inspection
Call Tony on 0435 321 591. Make sure to have your council letter handy.
3. Submit your Form 23 (Certificate of Barrier Compliance) with council
Once you’ve completed the inspection process a certificate will be issued to you which you must lodge with your council within 30 days.

For compliant barriers a ‘Certificate of Barrier Compliance’ (form 23) will be issued to you along with a full report.
For non-compliant barriers a full report with pictures will detail areas requiring your attention. A re-inspection will be required within 60 days.

When you have rectified areas of non compliance as detailed in your report a re-inspection is required within 60 days. If your barrier is compliant a ‘Certificate or Barrier Compliance’ (Form 23) will be issued to you which must then be submitted to council within 30 days

These checklists prepared by the VBA will help you assess the safety of your barrier.
The date your pool and its barrier were constructed determines the relevant Australian Standard to be applied in the inspection process. This information will be contained in the council’s registration letter.
The checklists are based on the relevant barrier standard associated with the date that the pool or spa was installed.
For pools & spas installed before 8 April 1991.
For pools & spas installed between 8 April 1991 and 30 April 2010.
For pools & spas installed from 1 May 2010.
Frequently Asked Questions
How often must I have my pool fence in Geelong inspected ?
A certificate of Barrier Compliance (Form 23) must be issued every 4 years.
I forgot to lodge my certificate with council.
Your certificate must be lodged with your council with 30 days, if you fail to lodge your certificate a penalty may apply.
Must I be present for the pool fence inspection ?
It is not required but it is recommended. If a window or door forms part of the barrier then I may require entry to the house to complete the inspection. Also once the inspection is complete it’s good to go over the details with you.
How long will a pool fence inspection take ?
Expect approximately one hour.
There are no children in the household, do I still need an inspection ?
Yes. All pools require a Certificate of Barrier Compliance (Form 23) to be completed every 4 years regardless of the circumstances of the household.
Does a small above ground pool need to be registered and inspected ?
Yes. Any pool or spa capable of holding water to a depth of 300mm needs to be registered and inspected.
I have a spa with a solid lid, will that comply ?
In Victoria, a spa with a lockable lid is NOT a suitable barrier.
Can a boundary fence form part of a pool barrier ?
Yes but it must also comply with the relevant Australian Standard for pool fencing.
